Hull, who have 14 fit senior players.
Phelan worked with Keane when he was on the coaching staff at Old Trafford under Sir Alex Ferguson.
Will Keane has had previous loan spells at Wigan and Sheffield Wednesday – and scored twice in 22 games while at Preston last season.
